I find this particularly troubling because pages with very large edit histories fail on import to other projects. Not being able to import a complete revision history can make it difficult for transwiki moves or forks in terms of GFDL compliance. Of course, it isn't a deal breaker, but it's still not a good thing.

Well, give someone a feature and they will abuse it in ways you never thought possible. Bots are now being used to add thousands of revisions to pages to make them un-deleteable. See the history of the English Wikipedia's Main Page for an example.
