Yes; this is a project which doesn't exist yet, and will use an as-yet-uncreated version of the software. It's not yet clear (to me, anyway) to what extent "Wikidata" will be incorporated into MediaWiki, or if it will end up as a kind of "fork". Depends how much the new features interfere with the old ones, I guess...

It's not really a policy, it's just that it's not the project which defines the db structure, it's the software, so since all existing projects use the same software, all their databases are very much alike.
