If we keep supporting shared hosts we likely can't break portions of MediaWiki into services without a lot of duplication of code and effort (and bugs!).
But that's not the question at hand. I agree that fixing more important features should be prioritized, but the problem is that Antoine suggested earlier in this thread that file caching be removed completely.
