That was a bit mean-spirited I think. The work to make the site degrade gracefully is not just on the product management side, it is also effort for designers and features engineers which may already feel overworked maintaining one version of what they build -- or rather, one version for many skins and languages.
I was going to go on a long rant here in response to your assertion that we shouldn't have a flashy interface, but I'll spare everyone and just say that I strongly disagree.
