More and more users on our site are experiencing it and actually are able to edit articles as other users. I can't reproduce it myself, unfortunately.
If it's possible for you to upgrade to 1.8 and see if it goes away, that would be super. I have some theories, but have never been able to reproduce the problem itself so can't confirm whether it's been fixed.
