Surely you could make a shortened URL for the page that sets the corresponding cookie and print that shortened URL on paper or store it on your mobile device. Or memorize it. Then make that shortened URL be your first stop when visiting any new public terminal.
Or put #sitenotice{ display:none } in your personal Common.css. I've been doing it for years.
