That's bollocks, mainly for two reasons.
1. Nobody is "appointed" to anything - people ask, and usually get, rather than being offered and accepting 2. Tim Starling also gives out commit access
Not that my opinion counts for anything, but my opinion is that anyone who doesn't seem to be a nutter and who seems to have produced or wants to produce some useful modifications or tools for MediaWiki/Wikimedia-specific extensions, etc, etc. should get commit access, even if they only use it once or twice.
