Or put the form at the bottom, maybe, to make it less obtrusive. I see your point, it's interface clutter in most cases.

It's convenient once you're used to it, it's not convenient the first or second or third time when you get overwhelmed by all the buttons that do different things. Rarely-used interface elements *should* be extra clicks away.
