Discussion in https://phabricator.wikimedia.org/T232224. I had trouble connecting to Phabricator also, so I'm guessing that IRC is a good alternate channel for communications. However, as usual, let's not all pile into IRC, email, and/or Phabricator and say "I'm having problems connecting to Wikimedia sites" when the technical ops folks are working on this.
