Yes. Some people just don't understand that MediaWiki.org is a wiki about MediaWiki; it's not their personal/corporate wiki nor Wikipedia.
If the big warning text is a problem for you, I'd suggest hiding it with CSS as I have done: .mw-newarticletext-visitors { display: none; }
