No projects are delayed due to fundraising. The developers who work on Fundraising (me and Arthur) just work on Fundraising, nothing else. Also, I think your estimate of the amount of money brought in during non-fundraising months seems a bit high. I've heard 120K myself, not 200K, but I don't have the numbers in front of me.
I took that number from http://upload.wikimedia.org/wikipedia/foundation/d/dd/2010-11_Wikimedia_Foundation_Annual_Plan_FINAL_FOR_WEBSITE.pdf, p. 40. It's 0.2 million income, so I guess your number is correct if it's donations only.
