My suggestion is to re-add the "editbugs" user right to new users by
default (revert the old settings adjustment). Otherwise, an acceptable workaround needs to be found.
Given that the majority of the vandalism occurred in 2011, I think that sufficient time has passed for us to re-add the right to all new users, and if we have issues with vandalism in the future, then we can re-assess and see what other options we can consider (such as some implementation of "autoconfirmed" as suggested at < https://bugzilla.wikimedia.org/show_bug.cgi?id=40497#c12%3E).
