If file cache is a stand-in for CDN support, why not keep support for file cache's as well as documenting and cleaning up the CDN support?
It seems like you are telling people "MediaWiki isn't for you if you don't want to use a CDN." This seems to ignore the use cases of majority of users (at least, those in the WikiApiary data) who don't have servers dedicated to their Wiki and seem satisfied without them.
Yes, I know that some VPS exist for less than $10/mo, but I've also been told by a developer whose clients wanted to use such a thing that it wasn't really suitable for production use. Even Dreamhost was better, he said.
