Stupid question, if having the ?uselang parameter can be done without significant problems, wouldn't having javascript that just appeneds ?uselang= <whatevever its set to> to all internal links on a page whenever the url for the current page has ?uselang=<something> also not cause significant problems (well making uselang persist)?
The reason uselang doesn't cause significant problems is because it's not used very heavily. If it persisted across page views, a lot more people would probably use it. This is really a case where performance and functionality are at odds -- but I'm not knowledgeable enough to say what the right tradeoff is here.
