Ok. I did go on to say that from a UI perspective, a more logical place for the link would be the toolbox, where users are already accustomed to going when they want to upload a file.
As Platonides said I may have misunderstood what you were getting at, that you were talking about the upload form once the user has followed the link. Perhaps you could suggest how this could be improved? Autofilling the form with the current text would seem logical. The user may need to change the text if they are changing the file so there's no point removing the fields.
