The first solution, proposed elsewhere on this thread, is by far the simplest; unfortunately it is subject to disruption by well-intentioned bots and users who convert the numeric entity to the appropriate character.
My personal favourite is the "Unicode double-apostrophe" which could easily be added to [[nap:MediaWiki:Edittools]] and requires no more than an appropriate font specification to make it properly visible, which could possibly be arranged for the entire wiki?
Except of course that a double apostrophe is semantically quite different to two single apostrophes and that even specifying appropriate fonts does not ensure that users have appropriate fonts installed.
