Whatever their goals, the ops team are Foundation staff members and ignoring direct requests from management would be insubordination.
In cases of conflict between the Foundation and the community, ops (and Engineering more broadly) can take a role of mediation. But when the community and the Foundation want the same thing, as appears to be the case here, I don't think it would be appropriate for ops to take a contrary position.
