I haven't seen this dashboard before, but those numbers are not counts.
The numbers you see on the top-contributors list are computed values representing a rank for that type of contribution. There are formula somewhere for how the value is calculated.
For Brion Vibber, as example, it outputs "Mailing Lists: 1". That means he ranks first when it comes to contributions to mailing lists. The higher the number, the smaller the contribution was.
It seems the the actual totals are available on the "people" pages. For example, it says Brion sent 8691 mails since 2002 (not "1").
