Global bot only is active on those wikis where it is explicitly permitted. The list is on http://meta.wikimedia.org/wiki/Bot_policy/Implementation#Where_it_is_policy. Of the large Wikipedias, the only ones include are English, Dutch, Russian, Norse, Finnish and Korean.
