The one change I would make is to de-emphasize "developers" by replacing "all potential developers to be able to develop MediaWiki" with "all users of MediaWiki to be able to shape MediaWiki".

Which presupposes that the governance model will enforce things. Will the governance model be enforcing things, and which "things" will be in its remit are probably questions that should be asked first.
I agree. "enforced" is too strong for anything proposed so far (which is simply that we need a governance model). I was just trying to bring up questions that would arise.
