AFAIK there is currently no such functionality built into MediaWiki (although it would be trivial) and the only way to prefill the field is using JavaScript, which is exactly what is done on de:wp: (and other wikis including Commons) ? see http://de.wikipedia.org/wiki/MediaWiki:Onlyifuploading.js (referenced in http://de.wikipedia.org/wiki/MediaWiki:Monobook.js)

[[MediaWiki:Onlyifuploading.js]] is not on the [[Special:Allmessages]] - so I did not see it - not even the reference in Monobbok.js - bad eyes!!
