P.S. Is it necessary to submit another copy to Google immediately? I realize I have to go through their web form eventually, but it seems like the wiki and this mailing list provide a much more flexible way of discussing the project. Can I keep it on the wiki until 8 April and then submit a final draft?
Most of the applicants I've seen just put a brief summary in the Google interface and link to a wiki page on mediawiki.org for the actual proposal.
