EditWarning only working in Vector is a weird quirk that is indeed unnecessary. The other Vector-only modules, however, do stuff that's rather Vector-specific and need skin support (like collapsing tabs, enhancing Vector's search box, etc.).

EditWarning works in any skin. It's only turned on on Vector because there was this concern that the "Read" tab would cause people to leave the edit page without thinking about their edits. I never agreed with this notion, but we added it in to appease those who did.
