No, they are not usually allowed, but technically there should not be a problem with it, since if the exit policy does not allow traffic over port 80 or port 443, Tor users cannot edit Wikipedia anyway. (The result is that only the operator can edit from that IP address.)
Also, the exit policy is verifiable via the node directory.
