Your scheme has thought provoking aspects, and is well-considered, but fails on that premise. Even if only a significant fraction of token charity was used for abuse, donors will quickly vanish (and I predict it would be the /vast/ majority in practice).
This becomes, in effect, a "pay-to-get-an-untracable-sockpuppet" system, and will not generally help those people who would need TOR the most.
