According to http://spa.rennesredon.online.fr/wiki/index.php?title=Special:Allmessages "wgUseDatabaseMessages est désactivé" - that means you have added "$wgUseDatabaseMessages=false;" to your LocalSettings.php file, *switching off the function of the special "MediaWiki:" pages*.
1) Why did you set this? (If you saw instructions suggesting this setting, where were they?) It may be that you would be better off leaving it switched to true, to take advantage of the "MediaWiki namespace" features. See http://meta.wikimedia.org/wiki/Aide:Espace_de_nom_MediaWiki
2) If you're sure you want that switched off, you will have to edit languages/LanguageFr.php instead (look for the line like "sidebar =>"). Beware, though, that *this file will be replaced when you next upgrade*, so you'll have to make the change over again.
