Just pulling together various snippets about quotation marks in the Neapolitan language + wikiwyg:

(I note, incidentally, that if one typed '' in WYSIWYG mode, the interface would presumably escape it as appropriate, fixing that particular issue...)

people on the nap.wikipedia are driven away because they have to use workarounds for '' - that is ' in whatever combination - we now uwse '' for '' to have a unique way to identify words and word combinations if some day we should need to use replace.py.
Please note that wikiwyg does not currently solve this problem (i.e. you cannot currently use Neapolitan quotes as a valid argument in favour of wikiwyg).
As you can see from this edit : http://wikiwyg.wikia.com/index.php?title=Testpage&diff=136009&oldid=... (which was typed in wikiwyg mode), the '' gets converted to italics upon saving, not rendered as a literal '' (i.e. what you see in the wikiwyg mode - two quotes - is not what you get in the rendered HTML output after saving - italics in the headline).
