First of all, we don't have any kind of proper ACL stuff that you could extend so you'll have to create a new table (or extend a current one), the former is easier, create something like page_length that contains three fields, length_ns, length_title and length_length which hold the namespace (int), title (varchar) and length you want to allow on the page. I fail to understand why you want to restrict the length of dictionary entries. When people make them too long it is up to other editors to make them smaller. When you give an entry an arbitrary size, the infomation may not be complete.

Thanks for the news on Ultimate Wikitionary, this should be very useful for our dictionary. Also, I understand what you mean about the editing process of the Wiki. This feature was a suggestion from my supervisor but I'm still not sure that it would be necessary.
