Well if I'm setting up an internal wiki for 10 people, saving space may be beneficial over supporting 250+ languages no one speaks.

I also remember hearing lots of opposition about this last time it was brought up. If I remember correctly, the main argument was that the other language files are mostly for end-users, not for sysadmins who want to just save as much space as they can.
