Something that comes to mind is Wikimedia Commons. Would the same category with a different uselang be sorted differently ?
No. That would require storing a separate ordering (set of munged sortkeys) in the database for each of the ~200 languages we support, which would take way too much space. For this reason, every category has exactly one ordering. It's fine if that ordering doesn't match the content language of the wiki, or if a page is sorted differently in different categories because they have different orderings, or if a category's sorting order is changeable, as long as each category is only sorted in one order at any one time.
No objection either. However, make sure that the other way around is blocked too. Else one might accidently move a page to the File-namespace without being able to get it back.
It's also needed to ensure consistency: the goal is to ensure that if a page is of type X (category, file or page), it cannot ever change its type. For this reason, we need to disallow moves to and from the File and Category namespaces.
