OK, a possible (and working!) *source* (template) is at http://test.wikipedia.org/wiki/Wikipedia%3AOmniCologneBlue which renders something very similar to CologneBlue.
To view a *rendered* page, choose the "Omni" skin in your user settings. To change the rendereing, edit [[Wikipedia:OmniCologneBlue]] accordingly.
