Hm, you're listed in the project members list so I think you should be okay. (Side note: a Mike Dill is listed as project manager. Who is he?)
If you checked the files out anonymously, you may have to check everything out again with your username in a new working directory.
I'm afraid I can't give any WinCVS-specific advice; on my Windows 2000 box, I use Cygwin (http://www.cygwin.com/) to give myself a comfy Unix-like environment, and use the command-line CVS client that you can install with that.
