There is no support for that in MediaWiki; I recommend you use some other product which suits your requirements.

Here is the technical reason I identified :
- If page view can be deactivated, page inclusion is still possible as a
template like this : {{:MyPage}}. Maybe the way to forbid page inclusion need less trivial hack than forbidding page view
I thnik the ethical reason why Mediawiki do not provide this feature is that, as long as some pages needs to be unmodifiable, the "open" side of the project require that nothing is hidden.
But, like you, I need the same feature. Mediawiki is popular in many enterprises and organisation, maybe because it has a lot of features (maybe the most of all wiki engines). But in the private area, some requirements are really different than Wikimedia ones, of course. This is why I understand Mediawiki developpers don't spend time on this. But maybe you (mediawiki main developpers) already identified all modifications that is needed to implement this feature.
This way, anybody that want this feature (maybe me at some time) would do this work.
