I've attempted implementing this proposal before (about a year ago). The inherent issue, though, is that unless you make is so that each account can get one and only one token, you're not actually solving the problem: making sure Tor users have a one-to-one relation to a real IP address (or collateral, as Chris calls it).
Also, I don't know the specifics, but the fundraising team has a whole bunch of requirements they go through in order to be certified for security and whatnot (somebody correct me if I'm wrong). They have a very strict set of software policies they must follow. Implementing a system like this to work with donations would be extraordinarily difficult, if it's even possible.
