sadly, (all) blocks prevent account autocreations (see T249444). That means that even if you have a Wikimedia account, you can't edit through an anon-only block, because the account doesn't go through.
Also, if the community wishes you to bypass a hard block, they can't grant you an IPBE, because you can't get the account autocreated.
On the other hand, it can confuse checkusers and the like to see users having account autocreated through a valid block.
