The Foundation used to create wikis for planned chapters that requested them, but I think now they prefer to wait until after the chapter is approved before creating the wiki. (We have quite a few wikis with stalled chapter creation processes that are just sitting around not being used.)
Is there something that you wanted to do while planning the chapter that couldn't be done on Meta-Wiki? If not, creating subpages of "Wikimedia Ireland"[0] is usually the best way to go.
