Dear Nadee and all,
I will copy this to Wikimedia Russia to make it public.
1) No hard feelings about neither Katherine, nor Jimmy being able to be physically in Tatarstan this time:
* I knew chances where slim even when sending my May 9-10 heads up to wikimedia-ru, then https://lists.wikimedia.org/pipermail/wikimedia-l/2019-May/092390.html & then to WMF people I knew.
* It took some time to formalize preexisting relationship between Selet & Wikimedia Russia, before we could send a proper invite from WMRU on June 6
* I don't know if WMRU or WMF communicated the same to Jimmy in time for him to even consider it (I certainly didn't know the proper channel to reach out to him).
* There might be lots of other yet invisible obstacles. My excuse is that our youth came up with the idea, we all did our best to support them this time and will do better next time around. The rest is in Almighty's hands.
* We are grateful to WMF for having Nichole & Amir helping us @ IT BILER FORUM https://w.wiki/5wX
* It would be awesome if you can help Katherine or Jimmy record a 2-3 minute long greeting message for IT BILER FORUM participating youth, mentioning Wikimedia Russia, Selet, Tatar Wikimedians and Selet WikiSchool
2) I am confident that Selet Youth Movement (Wikimedia Russia's partner in Selet WikiSchool project) will be happy to see WMF Twitter / Blog showcasing Selet's support to Wikimedia session organized by Selet WikiSchool youth for themselves & peers during Selet's Annual IT FORUM. I will need some guidance on how to proceed on this front & would be happy to engage after July 21 (the deadline for Wikimania 2019 Posters). Timerkhan will be our lead for respective poster & the lightning talk @ Wikimania. As for me, I'm old school - my Twitter is called email ;)
For Nichole to keep in mind when preparing / speaking:
3) Selet is interested in introducing Wiki-components into year-round Selet clubs in various cities and towns of Tatarstan. First declaration of intent was made in December 2018 https://meta.wikimedia.org/wiki/CEE/Newsletter/December_2018/Contents/Russi… but the format is still undecided. Selet WikiSchool YouTube-broadcasts are run from their downtown Kazan location, most participants watching them in recording whenever convenient.
4) Selet.biz is under CC-BY license for a while now, but very few Internet users in this part of the world do know what it means - even despite the fact that they are widely used by Russia's President, Federal & Regional governments, Ministries, etc. https://w.wiki/677
5) This coming Tuesday, July 16, myself and User:Marat-avgust (Tatar Wikipedia admin, many times Wikimedia Russia' Wiki-Award recipient for content contribution into ttWP) are invited to the meeting with Regional Government and Department of Education representatives to consult them on steps and strategies to introduce Wiki-component into secondary school program (regional component related to Tatar language). We will be citing successful experience with Selet WikiSchool, two other local partners, and on-going discussions with local universities. Some of their representatives will later attend Selet's IT BILER FORUM at the time when Nichole will be connecting.
6) Wikimedia Russia is developing its network of partners in Tatarstan (various NGOs, Universities, regional & local State bodies, making some in-roads into GLAMs), so idea of having a separate multilingual & multicultural WUG TATARSTAN is maturing. Selet WikiSchool youth, which is currently developing and showcasing their project through Wikimedia Russia & the growing Tatar-language specific WUG TAT, have expressed interest in joining projects of the regionally-centered entity as well (Tatar is an important component of Selet's activities, but many don't know it well enough to write in it). Selet leadership expressed interest in possible cooperation in the framework of a weekly Russian-English-Tatar-English Poli-lingual Wikiclub open to the public - the idea itself was born in the Fall of 2018, we are in the process of formalizing the concept, the format and finding the appropriate location partner to host it (one of the possible candidates is Tatarstan National Library https://ru.wikinews.org/?curid=228908 , though our youth is also offering other publicly accessible locations with availability of PCs and we are exploring more options).
regards,
farhad

When we first received the invitations to this event, both from yourself and from Vladimir, we tried to see if there was a way to fit this into her calendar but unfortunately July is quite a busy month with some other travel already scheduled, and we weren't able to make it work. It's my mistake that I didn't copy you in on my emails to Vladimir in mid and late June where I shared that this schedule would not work for Katherine, but that we were exploring other speakers in Wikimedia Education. I apologize that you only found out about this now, less than one week from the event.

> Another thing I had shared in those emails that I wanted to bring up again is how we can support and make sure to get visibility for this event and the work happening with youth in this region. Our team would be happy to work with you to help amplify this on Twitter, and also perhaps to write a blog about this event during or after the conference. We want to show our support for this event and the education efforts of Wikimedia Russia.

It's only today that myself, then Selet leadership & now other members of Wikimedia Russia have learned that Katherine is not only not coming, but is neither connecting, nor sending a welcoming video address. It's an unpleasant surprize, but a good confirmation of the fact that Selet WikiSchool team is allowed to steer wherever with full trust, support & without much adult oversight. If possible, though, please copy me on the topic to avoid such surprises - periodic smartphone messages from the youth don't give a clear picture of what's going on, whilst Selet leadership counts on my keeping an eye after the success of the undertaking, as a Selet Alum myself, the Founder & the Member of the Board of Trustees for their WikiSchool project, and now also the member of their partner organization - Wikimedia Russia.

https://w.wiki/6fJ
https://wikimania.wikimedia.org/wiki/Special:LanguageStats?language=ru&x=D
https://wikimania.wikimedia.org/wiki/2019:Program_design/ru
* «Путеводитель»: https://wikimania.wikimedia.org/wiki/2019:Travel_guide/ru
* «Тема»: https://wikimania.wikimedia.org/wiki/2019:Theme/ru

https://ru.wikipedia.org/wiki/Chaos_Constructions

> The event is to bring together over a thousand young members of Selet Youth movement,[2] a partner of Wikimedia Russia & WUG TAT within a joint Selet WikiSchool project,[3] which is currently running its 4th session.[4]The project with Selet itself was initiated in 2016 on the request of Selet Founder Professor Dzhavdet Suleymanov [5] (Kazan Federal University & Tatarstan Academy of Sciences, D.S. in Computational Math, Founder of a Regional Applied Semiotics Institute).[6] Recently our institutional partner inquired on the willingness of Russia, CIS & Global Wikimedia Community to take the existing relationship to a new level, proposed to sign an MOU & start integrating participation in Wikimedia Projects & Programmatic activities into their ongoing Youth Outreach & Extracurricular Education work.

> On the part of the speakers of Russian, we are to have Stanislav Kozlovsky [7] of Wikimedia Russia [8] & Wikimedia Education Program @ Moscow State University[9] & Susanna Mkrtchan [10] of Wikimedia Armenia [11] & Wikipedia & Education UG [12]), both of whom expressed their preliminary agreement to come & speak. This email is meant to inquire about our Global Community's readiness, as well as Katherine Maher & Jimmy Wales' willingness & availability to join us in this effort. Formal invitation letters to our non-Russian colleagues will eventually be sent by official representatives of Wikimedia Russia, as well as the President of Tatarstan [13] (on the request of Selet).

> Selet camps started back in 1994 by members of local academic community as an extracurricular educational activities engaging the winners of various regional contests - I've been an active participant in 1995-1998, as a winner of regional high-school contests (Physics/English), later as a co-teacher & a team leader. Annual Summer Forum bringing together participants of thematic camps from around the region takes place in the vicinity of historic site of Volga Bulgaria capital of Bilär. Before Wikimania Montreal in 2017, we made a public presentation of WikiSchool at the Forum whose topic was Environment, Green Energy & SDGs. To my knowledge, this is the second time the event has an IT focused session. The idea of the Wikimedia-specific component was born within Selet. Funding for the session was requested from Tatarstan President by the Deputy Prime-Minister of the Republic (Tatarstan Minister for ICT),[14] who was previously instrumental in moving Tatarstan.ru portal to CC-BY 4.0 last August [15] & later gave me a chance to present Smart Region wiki-initiative [16] to the President of the Republic & Russia's Federal Deputy Prime-Minister back in February.[17]

> This development seems to be a logical extension of the fact that State Bilingualism Working Group under Tatarstan President Chief of Staff very much welcomes contribution of Tatar Wikimedians, Wikimedia Russia & WMF towards supporting Tatar-language projects - this was witnessed to me by the Regional Minister for Culture,[18] when she met me right after one of their cross-departmental meetings, immediately inviting Wikimedians to come up with something in the GLAM realm that could be done together with her department. Recently I also wrote about the fact that Mr. President instructed our Regional Ministry of Education to look into introducing Wikimedia projects into Education (within or as an extracurricular activity) - I was contacted by the department of Tatar language education programs).[19] It seems that in such an environment a high-caliber public support on the part of the global Wikimedia community with its official representatives speaking directly to the young generation of Tatarstanians could help make the volunteer participation in the movement more popular in the region. I understand that representatives of cultures with less centralization might be concerned this kind of cooperation might lead the movement astray, so here I can only reiterate that we are to stay cold-headed, transparent & open to opportunities we are presented with.[20]

> On top of strengthening fledgling movement within Tatarstan & throughout the Tatar world,[21] such an appearance by recognized figures, if possible, appropriate and desired, will contribute to improving Wikimedia recognition throughout the Russian Federation (Tatarstan is one of its leading regions), as well as in the Muslim world (Tatarstan is one of Russia's Muslim republics, Tatarstan President is a Chair of OIC-Russia Strategic Vision Group).[22] This will also be a strong signal to Turkey & and other Turkic nations, with whom Tatars [23] have common ethnic & linguistic roots. Other countries keeping an eye on what's happening in Tatarstan are China, Hungary, Iran, Kazakhstan, Turkey & Uzbekistan (Consulate Generals in Kazan), as well as Belarus with a regional Office of their Embassy to the Russian Federation.[24] Germans, Americans, French & Dutch companies are among those that have strong presence and investments in the region as well.[25]

> The project was initiated & the draft program in Russian [26] prepared by Mr. Timerkhan Shaykhutdinov,[27] a high-school senior WUG TAT volunteer from within Selet Community, who served as my replacement speaker at a panel during April's Wikimedia&Education Conference in Donostia - San Sebastian.[28] This gentleman, who was my first & only WikiSchool student back in 2016-2017 school year, has forwarded me an email confirming he was recently awarded a Full Scholarship to Wikimania 2019 in Stockholm.[29]

> P.S. Should above mentioned specific dates be busy, Selet will be happy to welcome Jimmy & Katherine at an early July session to be attended by the President in person, though that one will not be Wikimedia projects specific.
