Hey,
On the Wikimania wikihttp://wikimania2011.wikimedia.org/wiki/Feedback#Scholarshipswe have some discussions on the best way to organize the "partial scholarships". We want to prevent that people from countries far away from the venue (Australia, Canada, thirld world countries, ...) stay home because the partial scholarship does not help them enough. We don't want them all to request a full scholarship, either.
Please help us for the next conference, and fill in the questionnaire on https://spreadsheets.google.com/spreadsheet/viewform?formkey=dG1BaUJHZkpJS2p...
Everybody can fill in this form (even if you didn't attend, or didn't find funding), so send this to everybody that wanted to come!

Is this being wrong by the scholarship committee or any Wikimania organizers or is this just something you setup yourself?
Some of the information that the survey requests could be considered private, so it's best to explicitly say who will have access to it.

The current setup does not seem to target non-attendees if I read the questions - none the less one of the querstions does give it as an option... *confused*

Lodewijk,
if you did not attend, you can just add the flight costs *you would have paid to get there*. I added it on the form.

I think you can put the estimated cost of the flight, and still answer "no" I did not attend Wikimania 2011.
To answer Casey's question, the survey is unofficial and not covered by WMF or WikiDC privacy policies.
Anecdotally, I've heard feedback that the partial scholarships didn't work so great for everyone, and would be happy for more feedback/suggestions. But answer the survey, knowing it's not covered by our privacy policies but if you trust Maarten... (I do)

For me, the merit of partial scholarships (except for costing less for the WMF and thus enabling more people to participate) is that the extra money one has to pay form their own pocket serves as a sign of seriousness and commitment on their part.
If the partial scholarships could somehow be defined, for example, to be 75% of the average flight cost from one's home to the conference, then those extra 25% (which could be USD 50 or USD 500....) will show one's seriousness.
Maybe this is a better and fairer way to calculate the partial scholarships than the EUR 300 sum we had this year.

Average cost of flight is a bit awkward unless you exclude business class....
Insurance, or at least health insurance is also a basic that we should factor in.
I think we should set partial scholarships at say $200 less than the cost of an economy flight, visa and Insurance from where you are to the host city. That way the most help will go to the people who have the most expensive journeys. Having spoken to some South americans at Wikimania I think it is important that we include Visa costs in this as this is a major expense for people from some countries when attending Wikimania in countries such as the US.

The big advantage of fixed sums is that you don't have to bother about people choosing the cheapest/most sensible flight, accommodation and so on, which is almost impossible to do; but then you have to choose a sensible amount making some calculations before. The requirement to do so is having serious statistics on the costs faced by the attendees; this implies very complex surveys in university systems, but should be easier for us, we don't need to be as efficient as the Studentenwerk (although I don't get how the linked questionnaire can help for the next Wikimania[1]). Then you have to decide what share of the estimated cost you want to cover: if it's too low the incentive in null (only people who would have attended anyway get the scholarship) and the money is wasted, if it's too high the effectiveness decreases because you have less recipients and because we don't have a way to measure the commitment and results (so an unknown amount of money will be wasted). So far the amount of partial scholarships has been chosen to be good for most attendees to maximize participation, but we could also decide to keep the share more or less the same for everyone and give different (fixed) amounts to different areas of the world, if we think that everyone should have the same incentive no matter the cost. I'm not so sure of that: perhaps it's more effective to maximize the participation of "locals" and for Wikiania 2012 it's better to give 2-3 (partial) scholarships to wikimedians from Mexico (or a far USA state) than 1 to a wikimedian from Europe (random examples).

[1] And for Wikimania 2011, it would be more interesting to know an objective piece of information such as the number of partial scholarship recipients who refused it because it wasn't enough.

Here's a thought. In the United States when you apply for a student loan from the government, you put down how much money you'll be able to contribute yourself. They then decide how much to give based on how much you say you can contribute.
Say I was awarded a partial scholarship to Israel. The cost of my flight was $1700, but I would have been able to contribute $300. Then, assuming the most generosity, I would have been awarded $1400.

This is my idea. I heard a lot of people complaining only a small part of their flight was paid back, or others (smarter!) persons admitted they had to search for other sources of funding.
Like I stated on the form, all entries will be made anonymous before analysing and discussing (removal of username, changing city of departure into country of departure).
Casey, like you said, probably not everybody wants to discuss this on an open wiki. That's the reason I started the private questionnaire. You can trust me on this (just ask Lodewijk[?]).
