That´s right, the museums own the copyright of the images, so
shouldn´t be problem uploading the images, only with an OTRS
permission to make it clear in Commons.

Does the institution own the copyright? or are you seeking permission from
3rd party copyright holders?
I am a Wikipedian in Residence at the National Library of Wales and have
been uploading images on behalf of the Library. Most are out of copyright
and are released on a public domain tag but if the works are in copyright
and the Library owns the copyright we simply release them on a CC-0 license.
Just make it clear on Commons where the images came from.
As i understand it, you would only need to use a OTRS permission if the
copyright for the images is owned by someone other than the institutions you
are working for.
I'm sure someone will correct me if i'm wrong. I hope that helps.
