Responding to what Asaf said … perhaps an explanation is required of what he meant. In the Wikimedia world you have to be endorsed by the AffCom committee (https://meta.wikimedia.org/wiki/Affiliations_Committee) to call yourself a Usergroup - the Cameroon group has just completed the process.
When you are a group of enthusiastic volunteers working towards this recognition, groups like yours call themselves Planning Wikimedia Uganda Usergroup, or similar. This is the norm. So I guess that is why he is surprised at the words you used.
