WikiAfrica is a movement that is intentionally licenced under CC-BY-SA. Everything to do with WikiAfrica, whichever space a project its hosted in, is under the CC-BY-SA license. All hosts understand that; especially organization like the Africa Centre, etc. who have received funds to do projects under this label. As we say on the page:
WikiAfrica is an international movement across the African continent and beyond that encourages individuals and organisations to create, expand and enhance online content on Wikipedia about Africa. WikiAfrica is not owned by one organisation and it belongs to all people and organisations contributing to its scope.
I think that is pretty clear. I am not sure where the confusion is.
