More than outreach, I think that it's an event to do networking at large, so for
newcomers to meet experienced users or staff, for experienced to meet other users, for
staff to meet communities.
In addition to "who" there is the question of "why".
In my opinion I feel more than the aim is to build and to consolidate communities.
