framework for the contributory data planning for what
you have in mind.
As a framework, Wiki Loves Open Data [1] should guide organizations through
the process of contributing content to Wikidata. Open data organizations or
data sets will not be "part of the framework". Each organization will
decide their own involvement. If the framework is good, they would not need
any type of acceptance or endorsement.
The example of World University makes me think that we need a technical
definition of "open data" based on what Wikidata can or is willing to
digest. I might be wrong, but there I'm seeing wiki pages, not structure
data.
