Allow me to disagree with this proposal.
We have rather too many low-activity niche wikis in the Wikimedia universe already.
Far better would be a better organization and development of existing content on Meta, where people will actually interact with it.
Perhaps start with a more encompassing Gendergap "portal" on Meta?
