Dear Wikimedia TN User Group members,
I trust my email finds you all in good shape. I'm writing to you on my
capacity as Carthagina current President.
I’m addressing this email to the co-founders of the group as the legitimate
co-chairs and to the community as well because we are partners in several
successful projects (MedinaPedia, GLAM) and contests (WLM, WLA,...). We
strongly value this partnership and we would like to maintain it for more
joint work (the ongoing GLAM project in the Diocesan Library, the upcoming
photo contests, the next MedinaPedia Dougga and Sfax,...).
I would like to report an issue between a member of this community and some
members of my team - Carthagina that has gone bigger than expected.
In Carthagina, we value people and we value our team's work and of course
our partners. Partner for once, partner forever. We, as well, prioritise
the diversity and homogeneity of the team.
Jamel Ben Saidane (a wikimedian and Human Resources Officer - Carthagina)
and I received a complaint from Afek Ben Chahed and Zeineb Takouti, two
members of Carthagina and active Wikimedians. They reported several times
the misbehaviour of the Wikimedian Mounir Touzri. The situation kept
escalating to the point of insulting Zeineb and devaluing her work.
Harassing Afek and trying to influence her to split Carthagina and
Wikimedia TN UG members. Afek reported as well that Mounir has stolen one
of her ideas of Wiki University Clubs.
Side conversations took place containing gossiping, shouting on the phone
and depreciation toward these members. It became an unhealthy environment
to volunteer. It suddenly became a very contagious atmosphere where my
teammates felt frustrated and affected in a way to have incidents within
the core staff of Carthagina (when Mounir started reaching out to Issam
Barhoumi and Samy Mlouhi).
*I would like to thank Habib and Yamen who called the members to motivate
them in several occasions showing a good model of leadership.*
But this is not all. The complaint that I would like to hand to you as a
Wikimedian, contains influencing voting. Several members confirmed that
Mounir contacted them privately to ask them to vote for a specific person.
The way that he acts as the owner of the every new members faith; X person
can go to attend Y conference while Z person is not welcome to attend ...
May I remind you that this kind of behaviour made us lose one of the active
and enthusiastic wikipedian few year ago (I’m talking here about Wael
Ghabara).
I would like to also highlight that myself as well as other wikimedians,
have concerns about the grants that Mounir is receiving without letting us
know. I recall our Wikimedia TN meeting organised by Mounir himself in
Sousse early March, when we all agreed that all grant requests should be
known by the community and go through our unique fiscal sponsor CLibre.
>From our side in Carthagina, for the first time in our history we activated
our policy and decided unanimously to ban definitely Mounir Touzri from all
our activities, projects and venue. We declare him as a "Persona non
grata". This decision was taken based on our code of conduct and all our
members, observer-members and board of trustees voted for it. This is the
hardest decision, we took in Carthagina, especially that Mounir was
considered part of our community and that he helped us in the WM-Carthagina
events. But unfortunately, we cannot allow/accept this kind of behaviour
from someone who's supposed to know our policy as well as the Wikimedia
friendly space policy.
The Carthagina meeting minutes would be shared with Yamen and Habib and if
you would like to hear more concerns from our team about the Wikimedia
related issues, my team and I are happy to collaborate.
It saddens me to write this email but the situation needed an action to
stop the abuse from growing bigger than it is.

I saw yesterday the research output of African institutions about Wikipedia and other WIkimedia projects in Web of Science Core Collection. The query was:

I found that only 53 of the 3832 researches dealt with Wikimedia projects were from African countries (1,3%) and that only 12 African countries do Wikimedia research. This situation should be ameliorated by trying to do collaborations with African scientists, countries and institutions that do Wikimedia Research. Here is their lists:

Je vous remercie pour votre réponse. J'ai fouillé Web of Science Core Collection en cherchant s'il y a une recherche africaine sur Wikipédia, Wikidata et les autres projets de Wikimedia Foundation. J'ai retrouvé 53 recherches dont 37 sont faites dans les trois dernières années. La Tunisie a fait 14 recherches dont 9 sont faites par l'Université de Sfax. L'Afrique du Sud et l'Égypte ont fait 10 recherches. L'Algérie a fait 8 recherches et le Nigéria a fait 6 recherches. On doit absolument inciter les laboratoires de recherches à travailler à propos de Wikipédia et les autres projets Wikimédia pour confirmer cette première place prestigieuse. Je pense que Monsieur Habib et Monsieur Nizar peuvent se charger de cette mission. Concernant les scientifiques les scientifiques les plus performants, on a retrouvé Mohamed Ali Hadj Taïeb (ISSAT Hammam-Sousse, Tunisie), Stanley C. Igwe (Federal Teaching Hospital Abakaliki, Nigéria) et Mohamed Ben Aouicha (FSS Sfax, Tunisia) comme meilleurs scientifiques selon leurs nombres de publications (5 publications) et selon leurs nombres de citations. Je me demande si on peut les inviter à rejoindre le comité de WikiIndaba. Ce serait très excellent pour la qualité de la conférence.

J'ai parlé aussi avec eux à propos de votre projet de l'utilisation de ces livres et manuscrits comme des références dans les articles MedinaPedia de Wikipédia. J'ai aussi parlé avec eux à propos du scanner que vous achèterez pour faire ce projet et à propos de l'expansion du projet pour couvrir Sfax ainsi que d'autres régions. C'est pour cela qu'ils seront très heureux de faire votre connaissance.

Suite aux derniers événements qui se sont déroulés dans notre groupe d'utilisateurs et pour ouvrir la porte de nouveau à tous les membres de Wikimedia TN User Group pour choisir les quatre membres étrangers qui feront partie du comité de WikiIndaba 2018, on annule les résultats de la procédure faite durant les derniers jours et on demande à nouveau tous les membres de Wikimedia TN User Group (y compris Ayoub et Youssef dont les votes ont été annulés) à choisir quatre membres non tunisiens pour le comité de WIkiIndaba 2018 (Le dernier délai est le 24 septembre à midi). Pour commencer, je choisis Felix Nartey, Isla Haddow-Flood, Alangi Derick et Anass Sedrati.

Hi all,
In preparation for the upcoming Wikimedia Conference 2018 – which will take
place from April 20 to 22 in Berlin, Germany[1] – we again launch a call
for a “Visiting Wikimedian”. This initiative aims to transfer practical
knowledge from the German chapter to other Wikimedia movement affiliates
and provides us with an outside view.
The scope of a “Visiting Wikimedian” is mainly to support the organization
of the Wikimedia Conference in terms of logistics and program. The
“Visiting Wikimedian” will be involved in all essential steps of the
planning and organizing process and will be able to contribute in multiple
ways. We are open to designing the tasks together, according to the
Visiting Wikimedian’s skills and experiences and her or his affiliate’s
needs. We are especially looking for a person who can apply the knowledge
to an upcoming event, for example if the affiliate is hosting a regional or
international conference.
You can find more information about the initiative on Meta.[2] Teele Vaalma
(Visiting Wikimedian from Wikimedia Estonia in 2016, [3]) and Davit Saroyan
(Visiting Wikimedian from Wikimedia Armenia in 2017, [4]) have both written

J'ai le plaisir de vous annoncer la vérification de notre compte Twitter

Avec l'aide de Habib (pour tout ce qui est paperasse), et sans le retour de
l'equipe Social Media de la WMF, j'ai réussi a le faire. Ca nous a pris
quelques mois!
