At the January 30, 2008 meeting I would like to discuss the formation of a steering committee. The purpose of this committee will be to manage the project of forming the Wikimedia Canada charity. This committee will remain in place for up to 3 years or until the WMC charity is formed and a board is elected. Any suggestions on what positions should exist on this committee, please feel free to comment here on the list serv as it will make the meeting more efficient. I propose we need:
1. Chairperson 2. Vice-chair person 3. Treasurer 4. Secretary (Organizes meetings, communicates results, maintains record of meetings) 5. Legal adviser (Conducts research on legal issues relating to committee activities and goals)
Maybe a couple "Members at Large" also?

I thank everyone for their interests and suggestions. I would like to thank Mitch for writing the bylaw, which was wonderful. I have talked to Alan and we agreed to have an informal meeting with everyone interested in Wikimedia Canada (WMCA) on coming Wednesday (Jan. 23) at 8pm EST on Google Talk (unless we can get a private IRC channel). The purpose of this informal meeting is to let everyone know what's going on at the moment as well as things that we should read to prepare for Jan. 30's official meeting.
As for committee positions, I suggest that we need a translator who can translate the information into french. And as a gentle reminder, the age for individuals running for steering committee should be 18 or above, due to legal requirements.
I would like to be secretary for the committee. I was a participant in the establishment of Wikimedia Hong Kong (WMHK) so I have some understanding in forming local WM chapters.

For the private IRC channel, I could arrange for the IRC channel #wikimedia-ca to be private, though there is really no need. Personally, I would prefer that it is in IRC as that is the Wikimedia standard. I would be happy to op a member of the steering committee if needed.

I never been to #wikimedia-ca channel. As long as the channel participants are discussing about WMCA and not about something else (ie "Can you block this vandal?"), I'm fine with IRC.

http://chatwikizine.memebot.com/cgi-bin/cgiirc/irc.cgi is a CGI-IRC
client, but doesn't currently have the channel on it's list. I can see if we can get it added, there really isn't any reason people need to install clients to attend our meeting.

My IRC client of choice is HydraIRC http://www.hydrairc.com/, which is also free and open-source. Since it's a standalone client dedicated solely to IRC it's got a lot of functionality.
Anyway, I think I can make it to an IRC meeting on Wednesday, but I don't have a Google account or any instant messengers - I'm not a big fan of chat forums that you need to subscribe to (aside from mailing lists, obviously :). I'll get the proper accounts and subscriptions and specialized clients and whatnot if I have to but I'd prefer to cast my vote for IRC too.
I'm glad that the timing works for everyone. Just remember that this wednesday is an informal meeting. You don't have to come (but if you can make it, that'll be great).

I don't understand what the problem is with using IRC. This isn't top-secret; we don't need a private channel. #wikimedia-ca is *for exactly this sort of thing*
As a last resort, I can attempt translation to French. And I do mean last resort.

Maybe a couple "Members at Large" also?

Thanks for the offer but I don't think this will be necessary. :-) I'm sure Arria (m:User:Arria Belli) will be more than happy to translate any additional documents.

I too would like to thank Mitch, and anyone else that participated in this. The bylaw authorship is a hard thing to do, but a definate necessity to proceed.

I have the names of a few excellent volunteers that translated stuff for us in the past. Once the bylaws are completed and we have agreement in principle, I'll ping them to get that pushed over.
And as a gentle reminder, the age for individuals running for steering committee should be 18 or above, due to legal requirements.
Just to clarify -- I'm not sure what legal requirement this refers to; the steering committee is ad-hoc and has no legal basis -- it would be the nonprofit that evolves out of this that may have some legal restrictions for board positions.
Thanks, Gerald.

Yes, they are the board of directors that are in-charged before the official establishment of a local chapter. Andrew

I'm unsure what a provisional committee would be, but if it would be something like the board of directors, let's cut out the middle words and call it that.
I'm assuming that the steering committee is here to organize and incorporate the WM Canada chapter. If so, then the successor to the steering committee should be that body.
Let's try and keep things simple and focused.
Thanks, Gerald.

Let's not fill these positions prematurely. One big difficulty is bringing people in Canada together over a huge geographical area. You did not have that problem in Hong Kong.

The way I read it, the Jan 30th meeting is intended to bring together people to set out a timeline for getting WM Canada formed, and is being widely advertised. The meeting this week is more informal, to get some feedback and do some prepatory planning.

While I agree that it shouldn't impede our legal formation, we need to make sure everyone feels included in WM Canada, paticularly any French-only speakers. Since we have a few volunteers for this stuff, I don't think translation should be too much of a hurdle on wiki. What might be more difficult is IRC meets, but we can cross that bridge when the time comes.

In due course, we'll have proper elections once the legal body is formed. Let's not put the cart before the horse, however, and discourage people from becoming involved.
The steering committee will be an ad-hoc body, and it's goal is the founding of WM Canada. Anyone who is willing and able to help in this goal should be welcomed
Thanks, Gerald.
Just a quick reminder. An prepatory meeting will take place on tonight at 8pm EST.

Just to put it all in one spot: #wikimedia-ca on Freenode at 20:00 EST (8pm EST)
Are there any web interfaces to IRC that have this channel enabled? That might help those who aren't IRC enabled to join the discussion. Wikizine's IRC interface doesn't have it, but I'm going to try and get it added for next week.

I don't think that we need to be getting into such a formalized bureaucratic structure quite yet. Even if we agree, it would be inappropriate to quickly fill these positions in a chat room.
