Hey, everyone. As much as I hate to request a schedule change on my
behalf, I move that we be a bit more flexible about March 18 being our
final due date for the bylaws. The next four weeks are the busiest of
the year for me, and I want to be very careful about the bylaws and do
proper research into writing them. I don't think that I'll be able to
put in work up to my standards if I don't have a free day or two
before the due date to devote to the bylaws. We can still have a
meeting on the 18th to look at where we are, but I would be much more
comfortable with the final product if we submit it to the WMF a week
or two later.

I have three readings prepared for those of you attending tomorrow's
meeting (or those who are just interested).

– I have compiled a list of every step we have to take, as far as I
can tell. It's originally based on the Chapters Committee's guide,
and amended to add the legal requirements for Canadian incorporation.
Pay special attention to section 4.1: incorporation.
2. Our proposed bylaws: http://meta.wikimedia.org/wiki/Wikimedia_Canada/Proposed_by-laws
– There is a lot done here, but they still need work to comply with
legal requirements. I have reorganized the page so that it can easily
be compared to the examples on the government's website.

– I used the example application to make one for our purposes. The
parts that we have to discuss are in red.

expressed interest in joining the chapter, so we do have a big enough

a bit of money, and become the founding board of the organization. If
you are willing to seriously commit to the formation of the chapter

Hey all,
I'm willing to be a part of a board, or committee, or whatever we decide. I'm based in Toronto.
I think the idea of a national chapter, perhaps with provincial or regional divisions/groups is probably the best. Having every provincial group jump through the same hoops (incorporation, charitable status, by-laws, etc.) just seems like a waste of effort. We should do all that together, and then host regional meetings or something.

Hi Wikiers
I support the idea of a national board, and would be willing to serve on
that board given certain resourcing constraints. I believe it would not
be prudent to break into separate provincial sectors as clearly there is
limited momentum even on a national scale.
I have some expertise in the area of governance, and structural and
strategic planning and have been involved in founding a society.

In case anyone out there is still getting these messages, I would like
to try again to get this chapter founded. Every time a group gets
together to found it we make some progress in planning , but the
effort eventually falls apart. There are at least 140 people who have
expressed interest in joining the chapter, so we do have a big enough
base of people to form the chapter. However, what we need is three
people willing to contribute a significant amount of their spare time,
a bit of money, and become the founding board of the organization. If

I'm not in Canada, so I can't really participate in this, but I do
sincerely hope that this request is heard and other volunteers work to
get this chapter started. As always, I'll be on hand as a
representative of the chapcom to answer any questions and provide any
help that's needed.
I will mention, and this is strictly speculative right now, that there
are opportunities for support in terms of personnel and possibly
funding for chapters (or pre-chapter groups) that are active and
mature. Don't take this as a promise, because it might not be.
However, if you guys get some momentum and find that money is holding
you back, there might be some help available.
Also, I know that the idea of sub-national chapters was not embraced
last time, however the first sub-national chapter has recently been
approved (WM New York), so that's a possibility too. If the organizers
in Canada find that distance and other factors are too big a barrier
to the creation of a Canada-national chapter, creating sub-national
chapters might be a "Plan B".
I do hope this call to action is answered. Please let me know if you
need any help.

I think having both a national group and provincial groups makes
sense. The current bylaws allow regional wings within WMC to deal
with local issues, and those wings have representation on the board.
Alternatively, if a region thinks that it would be better to
incorporate on their own, I hope WMC can work in harmony with them.
However, I think it would be useful to have a country-wide chapter to
organize large-scale initiatives and to make sure that every Canadian
has a chance to join and that every Canadian wanting to donate to WMF
can get a tax receipt.
