I'm unsure what a provisional committee would be, but if it would be something like the board of directors, let's cut out the middle words and call it that.

I'm assuming that the steering committee is here to  organize and incorporate the WM Canada chapter. If so, then the successor to the steering committee should be that body.

Let's try and keep things simple and focused.
