It's definitely not for all travellers. At least that's the case in Sri Lanka.
Per above, it's only for "high-risk" travellers.

that was the first shocking news I had heard. But I believe that UK Visa bond is only
applicable if you wanna stay there for more than 6 months!
Correct me if I'm wrong, but that's what I understood from many news article.
