Some of us who aren't techie enough to be interested in hacking days might like to spend some intense time about governance, and a lot of related matters. A lot of what goes on in the main body of the conference also involves a lot of non-wikipedians.

By raising the matter at this early stage it should make it easier to adjust the schedule to allow for this sort of thing.
